Number one on the list is "safety altitude"
As far as I understand these things (and I have been known to be wrong...):
"altitude=vertical distance,measured from MSL"

Is it really "altitude"? or is it safety margin for "arrival height"? since we are not talking about "arrival altitude"

safety arrval height or arrival height should be used, in fact. You are right.
Of course altitude MSL has no meaning.
