I don`t know how it is a big job. When We have a 9 waypoints file what you think to have and 9 waypoints notes (airfield files) and the name be same same as waypoints file name?

No this waypoint.txt a relict for waypoint formats not supporting additional informations, we leave it as it is for compatibility reasons.
you better put additional waypoint information into the waypointfile itself:

For CUP Files:
name,code,country,lat,lon,elev,style,rwdir,rwlen,freq,desc,userdata,pics
"LA MOTTE CHALANCON",LFJE,FR,4429.800N,00524.200E,879.0m,2,032,534m,130.000,"Altiport, steil nach NO ansteigend, nur Landerichtung 03", "Seite 48-49", ,
